With reference to Your Excellenay's Note of the 8th
July last, I have the honour to invite attention to a fur-
ther default which occurred on the 17th November in payment
of the half-yearly interest and annual instalment of prin-
cipal of the Canton-Kowloon Railway Loan of 1907, amounting
with bank's commission to £113,570. 14. 46. The total default
in the service of this loan is now £1,386,419. 17. 4d.
I venture once more to remind Your Excellency that by
the provisions of Article 14 of the Loan Agreement the
Chinese Government unconditionally promised to pay the prin-
eipal and interest of the Loan on due dates, and I must again
request that Your Excellenay will make urgent representations
to the government departments concerned with a view to the
immediate adoption of effective measures, not only to prevent
the continued increase of this great load of debt, but to
reduce the amount now in arrears by payments from other
sources if the earnings of the railway are insufficient for
the purpose.
I avail myself of this opportunity to renew to Your
